The East Texas Workforce Development Board is committed to the intellectual development and safety of every child in East Texas. The Board recognizes that early childhood development is the key to successful long-term educational and employment outcomes. The East Texas Workforce Development Board is committed to the promotion of early childhood development in every community of East Texas through its East Texas Child Care Services (CCS) program operated by ACS State and Local Solutions Child Care Services.

What is East Texas Child Care Services (CCS)?

The East Texas Child Care Services provides child care for parents who are striving to become self-sufficient. The Texas Workforce Commission (TWC) purchases child care for eligible families through the CCS system. This benefits not just families, but child care providers and communities as well.

CCS gives:
  • Parents a chance to afford quality child care.
  • Great continuity of care because all TWC child care fund are distributed through one program.
  • Child care providers opportunity to care for more children with adequate compensation.
  • Quality incentive and training.
  • Community opportunity to discuss child care needs at East Texas Workforce Board meetings.

Who is Eligible for CCS funded Child Care?

Parents who work, go to school or participate in vocational training may be eligible for CCS.

Our clients include:
  • Parents who receive Temporary Assistance for Needy Families (TANF);
  • Families who are referred by other Workforce Development Programs;
  • Parents who have lost their TANF benefits due to earned income;
  • Teen Parents;
  • Families with low income;
  • Families with children who have special needs;
  • Parents who are recipients of Supplemental Security Income (SSI); and
  • Families who are referred by Child Protective Services (CPS).

Do you Qualify?

If you think you are eligible, please call East Texas Child Care Services at 903-526-1105 or toll-free 1-800-676-8283. Hearing impaired may call Texas Relay Number 1-800-735-2988. A CCS Intake Specialist will take your application on the phone or in person. If you are eligible and no funds re available, we will put your name on a waiting list.

If you are in the CHOICES Program or your receive TANF benefits, contact your local CHOICES Caseworker and ask about Child Care Services. East Texas Child Care Services serves the following 14 East Texas counties: Anderson, Camp, Cherokee, Gregg, Harrison, Henderson, Marion, Panola, Rains, Rusk, Smith, Upshur, Van Zandt, and Wood.
