Re-Bid Workforce Innovation & Opportunity Act (WIOA) Youth Stand Alone Projects 2026 RFP-3
The East Texas Council of Governments (ETCOG), as the administrative unit for the Workforce Solutions East Texas Board (WSETB), is soliciting proposals for Workforce Innovation and Opportunity Act (WIOA) Youth Stand-Alone Services. Proposals must focus on medical career pathways that lead to a self-sufficient wage for individuals in the East Texas Workforce Development Area, as defined by the Self-Sufficiency Level Chart (Attachment C).
The proposed program budget is $150,000.
ETCOG seeks a structured, short-term training pipeline designed for Out-of-School Youth (OSY) with limited work history or those currently earning below a self-sufficient wage. Programs must include foundational skill development, industry-recognized medical training, and clearly defined career pathways that result in credential attainment and measurable employment outcomes.
Services must support participants from enrollment through training completion, credential attainment, and placement into in-demand medical occupations that meet or exceed self-sufficiency wage standards and provide opportunities for long-term career growth.

Security Guard Services 2026 RFP
ETCOG is seeking professional security guard services to provide on-site licensed, armed security service to five (5) Workforce Solution East Texas facilities located in Longview, Tyler, Athens, Marshall, and Palestine, Texas. Please reference the ‘Bid Submission Sheet’ (Page 4) for details of what is required of each successful proposer in the specified locations in this RFP process.
