Incumbent Worker Training Program
Incumbent workers are defined as employees who have been employed six months before the training. This program enables businesses to strengthen their ability to compete in the job market by training incumbent employees in areas they determine are needed. The purpose is to prepare employees to better perform their jobs to avoid layoffs.

We'll work with you to determine program eligibility based on factors like employee needs, training impact, and the number of employees involved. As a participating employer, you'll contribute a portion of the overall training cost for your workers
Training Grants
The Incumbent Worker Training program enables local businesses to compete in the job market by providing employees training in areas the business determines are needed. Cost of the training varies from 10% for small companies to 50% for large companies. The percentage is based on the number of employees of the company.

Eligibility
To be eligible for incumbent worker training services, employers must:
- Have a TWC Tax Account Number with a status of active and liable and must have an employer account in WorkInTexas.com with the same TWC Tax Account Number;
- Make a commitment to retain or avert the layoffs of incumbent worker trainees; and
- Pay the non-Federal share of the cost of providing training to their incumbent workers, as required by WIOA §134(d)(4)(D). Non-Federal share must not be less than:
- 10 percent of the cost, for employers with 50 or fewer employees
- 25 percent of the cost, for employers with 51-100 employees
- 50 percent of the cost, for employees with more than 100 employees
To be eligible for incumbent worker training services, employees must:
- Be employed
- Meet the Fair Labor Standard Act requirements for an employer-employee relationship
- Have an established employment history with the employer for six months or more; however, exceptions apply when training is provided to two or more employees in the same cohort
If the incumbent worker training is being provided to a cohort of employees, at least 50 percent of the employees being trained must have an established employment history with the employer for six months or more.
